Backtagging: Considering I do this a lot, yes.
Threadhopping: Please ask first.
Fourthwalling: This will be okay.
Offensive subjects:Murder But technically no.

Hugging this character: Go ahead, she will hug back.
Kissing this character: Only if they are close can it be on the lips. Cheek is a maybe to begin with.
Flirting with this character: Do it...if she likes you she will flirt back.
Fighting with this character: I would say no to fighting her because she cannot fight and so it's unfair. She is great for support though. Though this is until I canon update her in the future.
Injuring this character: Ihurt her all you want, I do not mind.
Killing this character: Do it, so long as it's planned.
Using telepathy/mind reading abilities on this character: You can but....why would you want to?
Abilities/Warnings: Rise's abilities are that of support. For those who don't know what that means in games it means she scans an enemy and tries to figure out strengths and weaknesses on certain things. Usually the elements if fire, ice, lightning, wind, light and dark. Even physical is scanned to see how they take that. As it is known it doesn't show up early until they damage is deal and then every time afterwards she can scan the same enermy and forever have that for example they were weak to fire.
She can also track where a person is as well and almost tell where exactly they are and how far. Although she isn't as good at the moment as Fuuka (As shown in Arena) but she is still pretty good.
Basically what she might be seeing will look something like this. But my permissions are the very basic is it okay for her to scan your character and also be able to tell where they are. I will note the telling thing is really more for those she knows since that's how she can track people in the first place.
